agreed to lower taxes if his wife, Lady Godiva, would ride unclothed on a
white horse through the town. As a friend of the poor, Lady Godiva consented, and everyone in town shuttered their windows and hid their eyes out of respect and gratitude. Only Tom, the tailor, peeked; and he went blind,becoming our legendary peeping Tom, the "original" voyeur.
Voyeurs are individuals who repeatedly seek out situations in which they
can look at unsuspecting women who are either naked, disrobing, or engaged
in sexual activity. The acts of a peeping Tom are secret. The voyeur
will masturbate during these acts and while fantasizing about the memory of
these encounters. Watching an unsuspecting stranger is the final act, and the
voyeur almost never approaches his victim for sexual contact. Visual stimulation
is commonly erotic both to men and women, but merely being
aroused by seeing a naked woman or a sexual act is not equivalent to
voyeurism. In normal individuals, visual stimulation is usually a prelude to
further sexual activity. In contrast to voyeurs, normal men do not need to
watch an unsuspecting stranger in order to become aroused.
Almost all information about voyeurs comes from those cases in which
they are caught. The act is a crime, and many of the problems-such as
shame and danger to reputation-that it produces come only in the aftermath
of the arrest and exposure. In addition to shame, voyeurs sometimes
fall offwindow ledges, are shot as burglars, and are assaulted by couples who
catch them peeping.
What is the personality of the typical voyeur? The data on this must be
viewed with caution, since we know only a selected sample-those who
have been caught and convicted by the court. These data may reflect the
difference between the caught and the uncaught as much as the difference
between voyeurs and nonvoyeurs. (The same caveat holds for exhibitionists
and pedophiles as well.) Typically the voyeur is a man, although recent FBI
reports indicate that one out of nine individuals arrested for voyeurism are
women (McCary, 1978). He is usually the youngest child or an only child,
and only rarely does he come from an all-female home. Through adolescence,
he had fewer girlfriends and was slower to begin premarital intercourse
than his peers. He is shy, and voyeurism enables him to receive
gratification and feel sexual power without having to go through the task of
approaching and getting to know a woman and thereby risking rejection.

Between one-third and one-half of voyeurs are married, and the quality of
their marriages does not differ strikingly from the quality ofthe marriages of
the rest ofthe male population. Finally, 30 percent ofconvicted voyeurs had
also been convicted as juveniles of a variety of nonsexual minor offenses,
more than any other group of sexual offenders (Gebhard, Gagnon, Pomeroy,
and Christenson, 1965).
